Background

Development Timeline

 

The Government of the Hong Kong Special Administrative Region is committed to promoting the development of Chinese medicine (CM) in Hong Kong. It was announced in the 2014 Policy Address that a site in Tseung Kwan O had been reserved for setting up the first CM hospital in Hong Kong. The Government further announced in the 2017 Policy Address that it would construct the CM hospital and the funding was subsequently approved by the Finance Committee of the Legislative Council in 2021. During the planning process, the Health Bureau (the former Food and Health Bureau) actively sought input from the public, the CM industry and other stakeholders.

 

The Government announced in October 2024 the official naming of the CM hospital as The Chinese Medicine Hospital of Hong Kong (CMHHK) (香港中醫醫院). The hospital will commence service in phases from 11 December 2025, marking a significant milestone in the development of CM in Hong Kong.

 

Positioning and Missions

 

As a flagship CM institution in Hong Kong and the CM teaching hospital for three local universities, CMHHK undertakes five key missions, namely clinical services, training and education, research, collaboration and creating health values. Taking on the role of a “change driver”, the hospital will engage in positive interaction with various stakeholders of the CM industry to foster CM development in Hong Kong, the Guangdong-Hong Kong-Macao Greater Bay Area and the international community at large. Looking ahead, CMHHK will fully leverage Hong Kong’s role as a gateway connecting the world, contributing to the development of the city as a bridgehead for  CM’s going global.

 

Governance and Operational Model

 

CMHHK is controlled by the Health Bureau and operated under a public-private partnership model. In 2021, Hong Kong Baptist University (HKBU) was selected by the Government through tendering procedures as the Contractor of the hospital. In the same year, HKBU incorporated the HKBU Chinese Medicine Hospital Company Limited as the Operator to manage, operate and maintain the hospital. 

 

The Chinese Medicine Hospital of Hong Kong Ordinance (Cap. 655) (Ordinance) was gazetted and came into effect on 23 May 2025. The Ordinance aims to protect the exclusive right to use the titles of CMHHK1 and make technical amendments to other relevant enactments that are generally applicable to public hospitals or private healthcare facilities, enabling these relevant provisions to apply equally to CMHHK under the same circumstances, thereby ensuring the smooth operation of the hospital.

Remarks:

1. The Ordinance specifies and offers protection for the Chinese title 香港中醫醫院 and the English title "The Chinese Medicine Hospital of Hong Kong" of CMHHK, located at 1 Pak Shing Kok Road, Tseung Kwan O in the New Territories, with the titles intended for exclusive use by CMHHK. Any person who is involved in the unauthorised use of or unauthorised association with these titles commits an offence and is liable to a fine at level 3 ($10,000) upon conviction.
